1. If you have an empire that you have provinces. Since you were able to conquer these provinces it means that you are superior to them(politically, economically, socially, culturally, etc) In order to be able to collect taxes from the provinces and to keep the order in them you need to teach them your language and to implement there your way of organization(public institutions, army, urban settlements, etc.). This means that willingly or not that population will evolve because of your influence on them.

IN ADDITION THE DRESS, FOOD, ETC WERE TRANSPORTED TO THE CONQUERED LANDS JUST TO NAME A FEW THINGS.THE JOURNEYS OF THE PHOENICIANS TRANSMITTED THE LANGUAGE AND CULTURE OF TYRE THRU OUT THE MEDITERRANEAN SEA REGION AND AS OTHER LANDS EMULATED THEM THEIR LANGUAGES AND CULTURES WERE TRANSMITTED MAKING THE MEDITERANEAN AREA A MELTING POT.
