I dont live in cali...im in Ky..and im 19 so i have the luxury of driving while on a cell phone..but i would like to know how are they going to keep anyone from having a phone on them while in the car or texting or talking on it while driving?

yes..but if you have tinted windows then how will they see...i have tinted windows and i never wear a seat belt and i havent got a ticket one time. if a cop pulls me over i simply slide it on before they get to me.

Give them tickets everytime they see someone doing it! It's the same as not wearing a seat belt while you drive.... you risk getting a ticket if you get caught not following the law.

They can have a phone, they just can't use it while driving. It's pretty easy for a cop to see when a driver is on the phone.

It is not unlawful to have it with you. It is illegal to use it while driving.
