Yes sick leave and vacation time would help, but for employees who have only a few years in would have a difficult time if they were faced with a short term disability. Those of you who feel short term disability insurance is a waste of money try explaining that away with your household bills when you face something as a short term disability and all of your leave balances are gone and you now have no income for 6 months to a year? Need a referal for an insurance company for short term disability?

Huh? Don't you have any sick leave built up?
The Fed doesn't offer short term disability insurance because your accumulated sick leave should cover you. Under FERS, you can accumulate 1000 hours of sick leave - that's nearly six months. In addition, many federal agencies allow you to "borrow" against future sick leave in emergencies. On top of that, many agencies including mine allow your fellow employees to 'donate' annual leave to you for emergencies. Have you looked into that?
Under CSRS, there is no limit on accumulating sick leave, and it's been many years since I've taken any. It's better to use up use-or-lose annual leave instead. In my case, I have more than a year of sick leave, and short term disability insurance would be a waste of money.
