I`ve seen it done, but I can`t remember exactly what they did?

I guess it may, in part, depend on your rationale for doing so; and eventual use.

Certainly you can attempt to turn it back into paper. No offense; but I personally can't imagine going through that effort.

It probably involves boiling; degrading the paper into an oatmeal like mash, roller presses to squeeze it to thicknesses; drying; cutting; etc

Recycling can be defined in various ways however; and answer 1 makes a good point. With access to the WWW/browser/keywords you can likely pull up hundreds of sites suggesting the variations.
