My guess is because the American Constitution was not written for or by Muslims. You and I don't know the ins and out of Muslim law or the dynamics between the Sunnis, the Shiites, the Kurds or the Christians. When the American Constitution was written the only people considered were for the most part white men. Iraq is made up of a diverse group of people and all of them and their beliefs need to be acknowledged.

Here's another dumb answer: why don't Iraq just make their own consitution and bill of rights and go from there?

Because the American Constitution was done from a very Western source that worked with America's past.

Iraq needs to work theirs within their own value system.

because it's not of their "culture".

Iraq has 3 major political ethnic groups: Kurds, Shite, and Sunnis. Each has their own agenda, and two of them are religious sects which adhere to a religious authority not a secular one.

Although the US in the 18th century were many different people and cultures in north america, they were by in large from a Christian belief system and were unified by an oppressing fealty to a parent nation.

The situation in Iraq is vastly different.

Would the American Public be willing to use the Constitution, and bill of rights of a country that invaded you?

I do not think so.

The idea is for Iraq to install their own form of democratically elected government which may differ significantly from ours.

Each democratic country's constitution must be written with their customs in mind . I once thought the same as you . Made sense to me until a much wiser person described how we see ours as the best because it was written by us .. . essentially . Great question because it also brings to the forefront that our constitution probably WAS written with Judeo-Christian values in mind !!

Too bad others didn't give your question the respect it deserves .

We are not fighting the average citizen that will abide a constituion (whether ours or their own). The problem is the crazy insurgents. They're not going to listen to anyone but themselves!

wow - great idea.
Why don't we just annex them as a colony and start taxing them for our tea as well!

We're so far into this mess - none of it makes sense, but if they wanted democracy, they would have taken it for themselves. We can't solve this problem - they have to!
