My assessment is that George W. Bush’s record on running up debt to burden our children is the worst since Ronald Reagan; his record on government surveillance of citizens is the worst since Richard Nixon; his record on foreign-military policy has gotten us into the worst foreign mess we’ve been in since Lyndon Johnson sank us into Vietnam; his economic record is the worst since Herbert Hoover; his record of tax favoritism for the rich is the worst since Calvin Coolidge; his record of trampling on civil liberties is the worst since Woodrow Wilson. How far back in our history would we need to go to find a presidency as disastrous for this country as that of George W. Bush has been thus far? My own vote goes to the administration of James Buchanan, who warmed the president’s chair while the union disintegrated in 1860-61.

Ah, but "worst" is an "opinion" word, not a "fact" word. So, you're going to get all sorts of opinions.

Mine would be the current incumbent: George W. Bush. The messes he has gotten us into, but nationally and internationally, overshadow, in my opinion, the missteps of any of his predecessors.

But of course, only history can be the true judge of that.

However, it seems a lot of people currently agree:
"June 21, 2007 - In 19 months, George W. Bush will leave the White House for the last time. The latest NEWSWEEK Poll suggests that he faces a steep climb if he hopes to coax the country back to his side before he goes. In the new poll, conducted Monday and Tuesday nights, President Bush’s approval rating has reached a record low. Only 26 percent of Americans, just over one in four, approve of the job the 43rd president is doing; while, a record 65 percent disapprove, including nearly a third of Republicans.
The new numbers—a 2 point drop from the last NEWSWEEK Poll at the beginning of May—are statistically unchanged, given the poll’s 4 point margin of error. But the 26 percent rating puts Bush lower than Jimmy Carter, who sunk to his nadir of 28 percent in a Gallup poll in June 1979. In fact, the only president in the last 35 years to score lower than Bush is Richard Nixon. Nixon’s approval rating tumbled to 23 percent in January 1974, seven months before his resignation over the botched Watergate break-in."

In these, the percentage mentioned is the DISapproval rating

1. Harry S. Truman Jan. 11, 1952 67% Though not statistically different from Nixon's 66 percent, Truman clocked this lowest rating ever recorded during the Korean War.
2. Richard Nixon Aug. 5, 1974 66% Just days before leaving office, Nixon received one of the most negative job approval ratings recorded thus far.
3. George W. Bush May 15, 2006, Jan. 19, 2007 and June 21, 2007 65% Bush's disapproval rating has been above 50 percent for the past two years. No president since Truman has had such sustained negative ratings.
4. George H.W. Bush Aug. 4, 1992 64% Three months before losing his bid for re-election, Bush's disapproval rating peaked.
5. Jimmy Carter July 2, 1979 59% 1979 was not Carter's best year, just a few months after being attacked by a killer rabbit,** his disapproval peaked.

Personally, I think W, but. . .Probably Warren G. Harding. He had a huge scandal during his term, but fortunately, he died at the peak of it, so he wasn't implicated. The one we got lucky about was William Henry Harrison. He was the former Governor of the Indiana Territory, and was both a drunk and liar. He kept making supposed deals with the Indians, then reneging on them immediately. He is also the one who was in charge of the massacre at Prophet's Town (Tippecanoe), near Lafayette, Indiana, where he had hundreds of men, women, and children killed. And rather than hush it up, he proudly trumpeted it in his campaign slogan, "Tippecanoe and Tyler too!" Fortunately, the idiot chose to walk, rather than ride, in his inaugural parade, in the rain, and without a coat. He caught pneumonia and died within the month.

Buchanan is often considered the worst - his presidency was a leading factor in the start of the Civil War.

I would agree on Buchanon. LBJ would also have a case for his complete mismanagement of the Vietnam war, but as that is only one incident, Buchanon wins.
