Tarzan was very young when first lost in the jungle--an infant in fact, adopted by a female belonging to an intelligent gorilla-like race. He first learned language from Paul D'Arnot a Frenchman; so presumably Paul taught him to use a pumice stone, as was done in the ancient world, to rid oneself of unwanted facial hair. It's a bit painful and time consuming, but that's the major explanation. Haircut just needed a sharp knife, and Tarzan has one, liberated from a dead slave trader or native, no doubt.

I am going to say it is due to a rare genetic disorder that affects hair growth on the face and body. It causes certain folicles to not be active. There, that is a pretty good guess.
