There is no excuse.
There are varying circumstances however, but in the end, no excuses.
It's wrong even if you think you have every reason to be in that situation. Not in a good marriage? Then get out first, then find someone else.
So many people start 'looking' before the first relationship is completely ended.
Start the new relationship without baggage.

There is NO excuse. If you want to mess around outside your current relationship, then you should at least have the RESPECT to end the current relationship prior to beginning a new one. If you feel there is a "reason" to cheat, maybe there is something you can talk about and fix in your relationship that would suffice that need...

I agree, people that find themselves in the path of temptation, is because they have too much time on their hands to wonder off.
To them I say: get a job, a hobbie or go to school instead. There is better things to do with your spare time other than pretend that you are not married.
