If you mean in the long term, it takes several years, your penis will grow as you age from a baby, will get larger more noticeably during your puberty years and stop when the rest of your body stops growing, probably by the time your 21, give or take.
If you mean from flaccid to erect, it can take a couple seconds or it can take several minutes, and it may only reach its maximum length and girth depending on your arousal level.

Continuously through the end of your teens, usually, mostly between ages 13 and 16.

It will be fully grown at age 21. And it will not grow again, but it may stop younger to, but you will knoiw for sure at 21.
