Perhaps, but I think that he's more likely trying to fool us into thinking that there's been actual progress and his planned surge actually worked.
p.s. The Soldiers that would be returning are simply bringing the overall troop levels back to pre-surge levels, and he said that he was going to do that anyway.

It is like a sale at the super store. The price starts at $10 and then is raised to $15 for a small period of time. Then the store advertises a big sale of $3 dollars off bringing the price down to $12. What a bargain. It is a bargain, of course because you were told in the ad that it was reduced in price, it was, and you were told it is a bargain so how could you not believe you got a reduction in price? This is a simplified way to put it. When the Petraeus reduction is complete we will still have 7000 more troops in Iraq than we had before the surge. Big sale. Buy now while supplies last.

If he is, he’s doing a very poor job of it. Telling us that most of the number of the surge troops are coming back home is hardly a valid implementation of troop reduction and nobody will be persuaded by such nonsense.
