if they havent had any pesticides on them it might be best to pick the before the rain. Especially if its a storm because its hard for pepper plants to stand upright when loaded with peppers in a rainstorm.
But if there has been pesticides on them then it might be easier to wait until after the rain. Sure there may be mud, but it will be easier to wash them after you pick them.

If they're ready, go ahead and pick them; the rain doesn't matter much to the peppers, but you probably don't want to stand out in it and get wet, right? :-)

If they are ready to be picked, pick them now. It doesn't matter whether you do it before or after a rain, except that you don't have to trudge around in the mud if you do it before.
