frictional force is electromagnetic in origin. The oppositely charged particles of two surfaces in contact imply a resisting force when the surfaces move. So the electromagnetic potential energy is continuously being dissipated as heat energy when the surfaces move

Well, if you had thought about it a little more you would have answered your question. Take a coal fire at home, now tell me, what two elements rubbing together cause that heat? That's right, none! Their are many sources of heat, mechanical, friction, electrical, chemical reactions, nuclear reactions, the list goes on...

Not sure if it was mentioned too much in detail, the molecules on the friction surface get excited or even break. In this process, heat is release.
