It shows who's paying for the government "party".
Old joke by the way.
Fat happy government appointed officials having a party and the taxpayer picking up the bill.
It's estimated that 60 to 70% of your paycheck is going to the government, that's the issue.
I have another way to measure it. Compare the number of workers producing wealth against the number of government employees plus unemployed (all those getting money from the government). You'll have an idea of how the government administer the resources.
Resources are not for free, they require hard work and dedication. A doctor doesn't produce resources but anyone who does is more than willing to pay for his services. The government doesn't produce resources either, but if you don't kneel in front of it and give your resources it's going to take them anyway at gun point.
That's the joke... are you laughing?

To me basically, the lobbiest are doing their jobs, and then leaving the bill to the taxpayer. The government agency, is a gereric for all agencies. Basically business as usual.

The government is treating itself to big projects and paying for it with taxpayer money.
It was NOT specific as to what kind of spending - probably earmarks.

Yes, the government sets up big entitlement programs and hands the taxpayer the bill.
