here is the thing a level 3 sex offender is living across the street from me..and across the street is a middle school grades 6-8..how can this happen? i thought they needed to stay away from kids.from his house to the school is a 45 sec walk..at times he just sits outside and thsi block gets so crowded with kids i get nervous..can anyone direct me to a proper website..btw if i warn others ive been told i can be arrested for harrassment

i have looked him up in the registry and he is listed on there as a level 3..

Level 3 Sex Offenders

Where the Board determines that the risk of reoffense is high and the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active dissemination, it shall give a level 3 designation to the sex offender.

Usually, registration is required. The other requirements you mention -- not living within so close to a school, etc. are add ons that may or may not apply.

Remember, sex offender registries do not just register offenders who choose children as their victims. Rapists (of adults), solicitors of prostitution and all sorts of other offenders who are not the least bit interested in children are required to register as well. Check the statute section that is listed on the registry site to see what, specifically, this offender did and if it even had anything to do with children.

It is public information if he actually is a registered sex offender, so you can't be arrested for harrassment if you are just informing people. But if you are wrong, then you could be charged with a libel/slander. I doubt the laws allow him to live across the street from a school, so if he is a reigstered sex offender I would speak directly to the program or your local law enforcement.
