identify whether the dog is a 'dangerous' dog as defined in the law and if it is go back to the police and tell them that the dog is classified as dangerous. There are laws to protect people and other animals from dangerous dogs.
or
identify the dog and the owner and take your dog to the vet for it's injuries and start legal action to receive compensation and have the dog muzzled.
or
stand outside the houses of parliament with your dog and a banner dressed up as a dog .. demanding that the laws are changed to protect other dogs from anti social behaviour of other dogs...
or
contact your local mp and complain to them.

Depends where you live I suppose.
In the UK it's possible to get the Law changed by lobbying your MP or even going to your local council to try and get a by-law introduced but unless the breed of dog is banned under the Dangerous Dogs Act you're going to have quite a fight to make anything happen. Dog owners have votes you see.

Police do not routinely arrest dogs. that is a matter for animal control and such situations are usually resolved in civil court, generally small claims court.

Most municipalities in the US have leash laws. If the other dog was not on a leash and your dog was injured. The other owner is liable for the vet bills. The owner should be cited as well.

In the UK the law can easily be changed everyday in and out. But in the US its alot harder to change the law since they have a written Constitution.
I don't know much about other countries accept that if they have un-written constitutions it is alot easier to change than written ones.
I guess you need to complain to your MP about the current law and then you need to vote for the appropriate people that's your input on the law.

you can't change the law but theres a way to stop the dog fight have your dog on a leash so i am very nice and kind so my guess is try to have your dog on a leash.i don't under stand what your talking about thoght

The Humane society or SPCA may have jurisdiction in this case. Also, while their may not be a criminal case, you may be able to go after the owner of the other dog for damages such as the cost of vet care for your dog.

of course it can be changed but you will have to prove that it does in fact changing personally I dont think you have much hope. and you will have to get thousands of supporters to get the law changed but the answer to your question is YES you will have to find a couple of thousand ppl in the same mind as you are and try

no that is a law the majority of society feels very strongly about. that puts you in a small minority and you have no rights. sorry, that is the thing about dogs. you either love'em or you hate'em. i am that way about snakes. i hate'em.
