If you're just collecting rents, 2% - 4% at most. For a full service property management service, 10% is typical.

It sounds like you're suggesting thug activity. I'm pretty sure that's not so legal, although maybe pretty effective.
You could probably ask whatever you want... half, 2/3?
Maybe you might want to clarify more?
