Because everyone is rushing to get to lunch and back to the office, and this process causes the traffic jam. Also occurs when people are trying to go home.

You'd think that would deter them from rushing to get nowhere wouldn't you???? Give me the good old public transit anytime...at least I can read a book, listen to music, and save a ton of gas/parking money and even nap! LOL
