my friend had a car and had it repo'd around 7 yrs ago. actually she called the car lot and told them to come get the car, they never did. it sat in her yard for years. they found out her phone number and somehow took over her phone. if I try to call her it goes to this car credit place. her husband tried to call and the same thing happened to him. she can not call out on her phone. she has a boy in school, the school cannot call,. IS THIS LEGAL? how are they doing this?

It is not legal. She should contact an attorney immediately. This is a dangerous situation. If she had an emergency, she would be unable to get help.

no idea how they can take over phone but is defonately illegal
only people that can have access to phone is bill payer. telephone company if bill isnt paid they will downgrade line till amount is paid, and the other authourity is the police but only if they have a phone tapping warrant issud by a judge
the car company have no legal right to interfere with phone
they know where car is have been told to collect
tell freind to contact a lawyer and make arrangements to hve car towed to car allotment and to be signed for and leave in forcourt but get legal backing before she takes another step
is possible she can bring charges against car company for theft and intimidation

She should call the phone company. They can't do that, legally or physically - it sounds like maybe she somehow acccidentally got call forwarding set up on her phone with the repo company's number.
