The double rainbow is nothing more than light being refracted twice instead of once in a rain drop. They always do that but the second refracted ray is often so dim that we can't see it.

The first rainbow (or primary) we see is produced by one internal reflection; the secondary rainbow arises from two internal reflections and the rays exit the drop at an angle of 50 degrees rather than the 42 degrees for the red primary bow. Blue light emerges at an even larger angle of 53 degrees. This effect produces a secondary rainbow that has its colors in reversed order compared to the primary rainbow.

The main meaning is that the sun is shinning and there are still raindrops in the air.

Double rainbows are always there.One is primary rainbow and the other is the secondary rainbow.Primary rainbow is caused by only one reflection inside the raindrop whereas secondary rainbow is caused by two reflections inside the raindrop.One subtends an angle of 42 degrees and the other one 51 degrees.Because of the two deflections,the secondary rainbow loses more light and becomes dim.So even if it is always there, we are not able to see it sometimes.If the incident solar beam is very bright, the secondary rainbow can be seen clearly.The incident solar rays will be very bright when the atmosphere is less polluted or dust free.
So, double rainbow means nothing as it is always there;only thing is we are not able to see it sometimes.Hence it is not a bad omen.

Well, a double rainbow consists of a primary rainbow and a secondary one. Secondary rainbows are caused by a double reflection of sunlight inside the raindrops, and appear at an angle of 50°–53°. As a result of the second reflection, the colours of a secondary rainbow are inverted compared to the primary bow, with blue on the outside and red on the inside. The dark area of unlit sky lying between the primary and secondary bows is called Alexander's band, after Alexander of Aphrodisias who first described it.

A double rainbw is the result of it raining long enough for the light to become refracted twice. The first rainbow is what you normally see. If it rains long enough you would end up seeing the second due to the light being refracted twice.
