Why not? A student is a student regardless of their circumstances outside of school. I don't think teachers should give homework to students and expect it to be done on a computer/typed because even though most do, not all students have access to a computer. If the child is having problems and not turning in their homework, grades are falling, attendance problems, etc. They should probably see a school counselor, and many schools have a school psychologist on hand to work with them and try to help with situations that are going on inside and outside of school.

If the teacher is going to, I would hope they would be willing to provide that student with the proper tools he/she would need to complete it. I would see about asking the child to stay after to work on a special projects dealing with what they are currently learning at the time. That way the student can keep up and does not have to be embarassed in class.

They could. However I think the teacher should provide resources for the child to do the homework in, in a safe environment (how to get to the local library, pencils. paper, etc.)

Is this a joke? Any child can be given homework. Whetrher or not they are able to do it at "home" is another matter. Children living in shelters, but attending school do their homework in the shelter.

Yes. You cannot discriminate because they do not have a home. While one person may see it as being too harsh on a child who has enough problems on their plate, another could see it as denying an education to the underprivileged.
