it sounds like something is airhammering

you've got some debris or air in the supply line somewhere which is slamming at the valve or shutoff

try to locate which plumbing device it is or a closer location of the noise

this will give you a better idea of what is hammering or shutting the water off "hard"

Water hammer happens when you turn OFF a water flow suddenly (like a dishwasher, a clothes washer, a toilet or even closing a hand faucet suddenly. Shutting off the flow suddenly sends a pressure or shock wave down the water line through the water shocking the pipes and creating the 'hammer' noise. These shock waves travel faster than the speed of sound and can exert very great instantaneous pressures. Over time, water hammer can damage pipes, valves and eventually weaken pipe joints. Install a water hammer arrestor.

Does it happen when the water is turned off at either a sink or an appliance (like the washing machine)? It is called water hammer. Essentially the moving water in the pipe is suddenly stopped and it "thumps" the pipe, and or the pipe is banging against some of the support structure (beam or joists) for the house.
Water hammer can be fixed by installing a do it yourself water hammer cushion. They can be attached at the spigot where your washing machine is hooked up.

This is called "water hammer". Easiest solution is to attach a water hammer arrester to your plumbing somewhere, usually in the laundry room. It's just a short section of pipe that holds air and allows the water to expand and contract.

Its a water hammer, try adjusting the valve for the fixture that is making the noise. Turn it all the way open and adjust it, it might fix this problem. if not you may need to install an arrester or brace the pipes in the wall.
