Runway models are not the only kind out there. Department store catalogs need models, commercials need models, daytime dramas use generally shorter people. Why to you think some soap operas never use some characters in the same scenes. Height difference.
You can be a petite model. You have to make up a profile, you are generally asked for a close up of your face without makeup, a full body shot from the front, from the back and from the side. Don't give anymore pictures than that. You have to list all your measurements: bust, waist, hips, girth, inseam, height. You can submit this info to area agencies. Search it online, each agency will give specific requirements.

For print ads and like car shows, definitely. I modeled in college and I am only 5'5. I never really pursued it beyond local stuff, but look up modeling agencies. Do research and make sure they are legit. You will need a portfolio of pictures, head shots as well as full body in a variety of poses and outfits. Good Luck!

Not a runway model, but you can be a cover model or a hair model, hand model, etc. Heck, you can probably be in a commercial (they always need pretty girls for car commercials >.<).

print model yes. not so much runway. go to local agencies with a portfolio (full and headshots of yourself) as well as a model/talent resume of what you know how to do and what you're good at. make sure your hair and skin are clean. if your hair is curly WEAR IT CURLY (but let them know if it's able to be straightened)!! they want to see the natural you. wear minimal make-up. this will let them see what they are able to do with you. Do NOT get dressed up for this. simple jeans and a cute shirt will look great. again...they want to see you are you are everyday...
agencies will have you sign a contract, make it NON EXCLUSIVE that way you are able to work with more than one agency. they will make you pay for classes for modeling and acting. its worth it and needed but its pricey. When you're signed call them every week and make sure they know you're interested and want to work otherwise they will not call you!!
make sure the agencies you are signing with are well known. some agencies introduce their models to elite and ford, these are the best ones to sign with.

The minimum height for women in modelling is 5 feet 7 inches. For men the minimum height is 6 feet. You come pretty close i guess. ^.^

start off with department stores. i think you can be a model. the majority of them wear HIGH stelettos and heelies. so go to macys or sears or jcpenney or something and see if you can model for them.
