When you resign you are quitting a job for another job. A voluntary retirement means you are eligible for retirement benefits and have decided to stop working and collect those benefits.

Resignation is voluntary act on part of employee to leave the job without getting any terminal benefit. Voluntary retirement is action on part of employee after completing specific period in service to get all the retirement benefits

Voluntary retirement is allowed if the employee has put in some number of years of service and he is given the retirement benefits of gratuity and pension etc. Resignation doesn't have those benefits and in case of service less than say 5 years, even the employer's share of provident fund doesn't come to the employee. So, if an employee wants to get retirement benefits, he has to put in some minimum number of years of service. Else, he has to resign.

When you resign from a job, you do not get any special benifits unlike in Voluntary Retirement Schemes, which are offered by organisations.

The benefits received. A VR probably qualifies for a buy-out, or monthly payment, while a resignation wouldn't get anything.
