To be on time to work or be dressed properly?
I just got in my car and noticed a big rip in my pants and my sack is visible. Do I go back in the house and change or risk the hostile environment? Am I liable? Is "I didn't know they were hanging out?" a defense? Or will I be asked the question, "couldn't you feel a breeze?"

you being late because of proper clothes is not going to be a good enough excuse for your boss. I would roll around the mud and go to work, explaining why things were hanging out and you were all dirty; hijacked from your car, ran to stop the man yourself and at the light, you threw him out of your car, and drove off.

Your co-workers might appreciate it if you were dressed properly. I say what the heck, go as you are just to see how many funny looks or comments you get today!

properly dressed is probably more important...just make sure you call to let them know you are going to be late and you should be fine

Both are equally important, but if you expalin being late with a rip in your clothes, it should be fine, but it should not become a habit.
