Not only are they located near the coffee shop, they are often in the same building as a consumer loan company (sara-kin). Because they have a close financial/business relationship. That's what all the Japanese know. Since both are the most lucrative businesses, they can do their business in front of every station. They're sharing the tips on how to rip us off.
Btw it doesn't seem to be a coincidence that there were government crackdowns on them at around the same time a few months back, about the way they're doing business.

I have noticed that over the years, NOVA Converesation schools have made some changes to adjust with the market place. In short, they seem to be doing the right things to keep themselves competative. They have coverage, brand naming and company recognition. They are kinda like the fast food of eikaiwa, at every station, always near a Starbucks and a McDs.

NOVA is the largest English school chain in Japan. They make a lot of money every year. They won't disappear anytime soon.
