i know it could be
1..the element is bad...
2..the cycling switch is bad....
3...the thermal safety limit blowed....
4...the high temperature limit is bad....
I dont think i have lost one leg of power to dryer

what diagnostic steps can i perform to check which one it is?

Most likely it is the heater coil check that first
if that has continuity then check all the safety disks
they should not be open either. (if it is not any of these then it could be in the motor centrifugal switch or the timer. It ain't hardly gonna be either one of them however), it is most likely the heater, remember the motor runs off off 120 volts and neutral, so the breaker can be open on the heat side and OK on the motor side. be sure you are getting 240 volts.If one of you safety's has opened it is a good bet that dryer need cleaning out real good. I take a dryer all apart and blow it out oil the wheels and idler and make sure that belt is OK.

unplug it, use a omm meter check coil for continuity check over limit switches for open circuit,

forget uncle jonnee, check with billy B and get a continuity tester and check that heat element. if it's electric, that is.
