I suspect that there is a defect in the LCD panel.

Unplug it from the computer and see if they go away.

Try the monitor on a different computer and/or try a different monitor on your computer.

If the problem follows the monitor, then you need a new one. If it is under warranty get it replaced.

If it follows the computer then you may need a new graphics card.

Well here's what you need to do first, you need to check if it is the LCD that has a problem or it is caused by your video card and video driver. So first things first, try to check the LCD if it is good by plugging it on a different computer. Check if you get to see Lines as well. If you see lines when you plug it into a different computer, chances are your LCD has an issue and you need to have it repaired or replaced if it is in warranty. If you don't see lines, then that is good news, meaning there is no issue with your LCD.

Now, test a known good monitor on your computer. You can borrow an ordinary CRT monitor or another LCD from a friend, just try checking if you still see lines even when you are using a known good monitor. If you do see the same issue even when you are using a different monitor --> then it clearly indicates that you have another possible part at fault which is either the video card or just the video driver. Try uninstalling and reinstalling your video card driver and if still no go, then try swapping your system with a known good video card.

Hopefully you get to resolve you issue and that your LCD and your entire system is still in warranty.

Do you have strange sort of barely visible white lines travelling up or down the screen? This is a voltage issue, it's possible the socket you have that monitor plugged into is getting improper voltage, or is not grounded. Otherwise it could be a bad connection from the monitor to the 360, try hooking something else up to the monitor and see if it displays normally. It could also be a bad port on the monitor, try connecting through coaxial instead of RCA, or through component, or whatever you have. See if it is the 360 itself, run it on something else. If none of the shows you where the problem is, it is likely the monitor which is outside my range of expertise.

Try a different monitor. It could be your video card. Swapping monitor's out will narrow down where the problem lies! ;-)=
