I've started to wean my 13 month old but it hasn't been easy..
I've gradually cut 3 times a day feedings to just 1 at night.

He has a milk allergy so he can't have cow's milk. I've tried different types of soy milk but he won't take them. I've tried juices but he still wont take any of it.. For some reason he'll take water but that just won't cut it nutrition wise.

Is there anything I can do so he will take more fluids?

Ask his pediatrician to suggest some safe milk brand safe for your baby.
At the same time, give him some fruits to nibbles. water is good but he still needs milk formula.

Since he can't have cow milk could you let him nurse until 2 or so? After 2 or 3, all they really need is water, but before that, they need the fatty acids in some sort of mammal milk.

Have you tried goat milk? Supposedly it tastes the mot like breastmilk and it's closer than cows milk in the way of nutrients anyway.

Try mixing breastmilk with whatever kind of milk he hates the least, like one of the soy milks. Gradually lessen the concentration of breastmilk to get him used to the taste of the soy milk slowly...

Good luck! And great job giving your baby the best start in life!

water is fine, he is getting his nutrition from food. Try Almond milk, Oat milk, or rice milk (All available in the grocery store nearby the soy milk products) if you would like him to have something more in his bottle....but dont stress about the water, drinking that alone is perfectly fine.

Have you tried the different types of milk warm and cold? If he is used to a warm drink that might be what he prefers for now...
I'm not much of a formula advocate, but I think they make a toddler version of formula with different ingredients... maybe he will like that...

Why wean? The WHO suggests BFing for 2 years. Your baby needs the breastmilk.
