I have done it at work a couple of times. as long as it doesn't interfere with your work then its up to you. just make sure you lock the door and be care-full when you are driving.

Well, normal as long as you are really discrete and no one catches you-- unless you have a circle jerk buddy at work. As to on the way to work, do you mean like driving and jerking off? Not real cool man-- these days if you are caught masterbating in public (which includes being seen in your car) you can be convicted of indecent exposure but the real penalty is that a conviction will put you on the sex offender list in most states. Lot worse than the few hundred dollar fine. My neighbor just lost his whole family--she left with the kids and moved out of state-- because the idiot was caught jerking off in his car in a parking lot.

There are a few things that are related to this question. It could be seen as a compound complex question.
Generally...yes, it could be normal to have an overwhelming urge to masturbate ...BUT, society has some strong expectations that those would be controlled and that there would be no risk of exposure to the public...such as in a bathroom at work or on the way to work.
There are a number of laws that could be applied to a variety of situations as you describe. Depending on the circumstances, one could find themself in a major legal dilemma. Most people would not feel comfortable defending or having "a record" ...to explain to future employers. It could have a pretty negative impact on a career (present and future).
There can be a level of anxiety that translates into sexual energy for some with the risk of getting caught or experiencing/trying different locations. This isn't a good idea to get established...because there is always the risk of progression of this in frequency or leading to ...taking "more risk"...that EVENTUALLY ends up the person getting caught.
If this "path is taken" ...there can be a number of twists ...that can be incorporated into a person's routine sexual pattern especially if started at an early age or once it is established and continues. When they are older ...it is viewed by many as "pathetic and perverted" when they are discovered.
I am not being critical at all...just giving some insights!
My advice; stay within the boundaries of society and cultural norms ...and not risk all the constroversy. Some conservatives would group you right in with sexual abuse of women and pedophiles ..despite your urgent need to find relief. Best to "handle" this urge before or after work and not on the way or during. I would like to be able to "normalize it" for you...but until you are the CEO of your own company with your own private bathroom (adjacent to your office)...you should refrain. You don't want to risk being in an unexpected car accident on the way to work and knocked unconscious. This might be a greater distraction to driving than cell phone use. On the surface ...it does seem like a pleasant way to pass the time waiting for a long traffic light. (It won't fly in the court room)

It's normal in the measure you need it because your sex-drive is high or something excite you. In fact, if your sexual requirement is great and you've to spend many hours working it will be then normal to masturbate while at work. Anyway, as principle I think nothing can be considered not-normal in the sex and if you feel good with it don't consider it a problem!

Anywhere is ok. Be careful doing it in the car. Other people don't mind if you are talking on the phone or reading the paper but they get wild if they see you masturbating. You'll get busted. Be careful doing it in public. Other than that, do it anywhere and any time you want.

Its normal. Sometimes nature calls and the deed needs to be done in order to concentrate on work (or answer yahoo questions).

I used to do it in the bathroom at work (single-stall with outer door that locked), because I didn't have any privacy at "home." Not uncommon, but I wouldn't call it "normal."
But you'll have to explain what you mean by "on the way to work."
