It was a waterbaby spider, and the reason it was climbing up the waterspout was because his mother and itsy bitsy brothers and sisters were up there, and he was trying to get back with them.

Possibly a common garden spider..some look pretty threatening and having one sneak up on you could startle anyone. Keep in mind there are about 30,000 species.
