Everyday in the papers and 'celebrity' magazines THE ENGLISH people critisize the way people dress, as if they can do better and dictate what people wear! I have not seen this in any other country.

I am English and I do not 'insist how others should dress', apart from sometimes telling people if I think a slogan on their T shirt is offensive.
I do not understand the second part of your question, is it in a form of dialect I do not recognise?
