Most stores practice something called "progressive markdowns" on seasonal merchandise. Just after the "peak" of summer season, summer items that have not sold well will begin to see some markdown in price. As the weeks pass, and as the store needs to free up more floor space, more out-of-season items will be marked-down, and already marked-down stuff will get progressively cheaper. (often its the same day once a month...)

Some stores stop at 75% off, others will use bonus "percent off" offers or even mark items down to 99 cents each to get rid of them.

Product that hangs around in a store for too long costs the store money. They will eventually basically give it away. Th trick is to time your shopping to a point where the slection is still good, but the price is low enough to make it worth the trip.
