First you have to buy the kitchen. You can buy the Kitchen on the 1st of each month from the man who stands outside the park next to the mayor's office.

One you have the kitchen, the first basic recipies become available. Just go into your house and press A when facing the counter to pull up the cooking menu. Drag and drop the ingredients you are going to use to the bottom screen then press OK.

To take the guess work out of cooking, you can buy recipe books from the Library every day but Holiday. Talk to the man behind the counter and he can sell you a different set of books each weekday. Friday's Instant cookbook contains all the recipies that don't need a cooking tool.

You can buy cooking tools on the 13 of each month from the same person you got the kitchen from. This expands your cooking options enormusly. While I don't have the tools myself yet, I am certain that you just choose them instead of bare counter in your kitchen to use them.

Please note 2 differances in cooking in RF compared to other HM games:
1. Cooking takes energy. Not too much, but it is entirely possible to faint while cooking.
2. Recipies can fail. You have a cooking skil, this raises everytime you sucessfully cook something. If you fail, the ingrediants are consumed and you get a 'failure' dish. If you have a recipe for what you are cooking, you can see you sucess rate onthe recipe screen.

PS when you finally get your large house, you can expand your kitchen and get the rest of the cooking tools. You also open three more craft skills. UNLIKE cooking, your ingrediants are NOT consumed if you fail at one of those craft skills.
