ok. there are two cars in the dark, one has tinted windows and the other dont. Both have their dome lights on. I know the person in the tinted car can see the person in the other car, but can the other person see them?

Assuming the windows are rolled up the answer is yes as long as the dome light is on and no if it's not on. The reflectivity of certain films is almost eliminated if the light source in the interior is brighter han the darkness outside.

they can kinda but it depends on how dark the tint is

Oh Yes.Window glasses mean nothing when, rolled down.Any body can see everybody.
