Maybe they have unfinished business, refuse to crossover, they just want to be with their loved ones or something happened to them and they can't rest until it is solved.

They are earth-bound spirits. Some of them have unfinished businesses with loved ones while others seek justice for the tragedy that caused their death. Others are said to roam around for years trying to find the right path leading them to eternal rest.

Because I've seen them. When I was younger I would see dead people walking the street as if they were normal people (they were neighbors or friends of my parents who had died). They didn't talk, though. They only stared at me. also, I would see people roaming around the backyard and in the house, but no one else seemed to see them. Sometimes they noticed me, too, but only stared at me. I heard that people died there during the war.
