Inland Revenue uses several means of enforcement, i.e. getting a person to pay up. There is a Recovery Office network of 150 offices across the UK. These are clustered into 43 geographical areas to allow movement of work within the clusters and are managed through regionally based Recovery Groups. Recovery Offices are responsible for local pursuit of debts and returns and for local enforcement methods. Typically in England & Wales there are a variety of enforcement methods available – distraint (seizing goods), Magistrates Court action for smaller debts but with restricted enforcement options (seizure of goods by the court) or County Court action for larger debts which has more judgment enforcement options (seizure of goods, attachment, charging orders and so on). UK debt recovery includes Scotland and Northern Ireland where similar enforcement methods apply but under different legislation.
My guess is that the former employer will pay up, to avoid future trouble with Inland Revenue and the humiliation of having her office furniture swiped.

It's an order granted by the court to force someone to do something
You may receive an enforcement order for a number of reasons.

Each enforcement order includes a clear description of the actions required to remedy the problem and a deadline for action.

In your case the enforcement order will instruct your boss to fulfill the conditions set out in the order, or go to prison, pay reparation and a fine.It may also order confiscation of assetts.
