I know the distribution/downloading of copyrighted songs without the permission of the copyright holder is illegal, but what about independent remixes of copyrighted songs? Are they public domain?

Which copyright holder do you mean? There is a copyright for the music composition. There is a copyright for the lyric, if used. There is a copyright for each recording. If you make your own recording, you do not need permission of the composers or anyone who has made previous recordings. This is called a "cover" in the trade. You pay mechanical rights to the copyright office or more conveniently Harry Fox Agency which takes care of the composer and lyricist. If you steal samples or such from other peoples recordings, then you have to get permissions for that, but you don't pay for your own work.

properly if that's a remix you made, then this is going to be ok. They regularly bypass after people who use the unique i think of. in case you edited it a technique or the different however, it somewhat is modifying and reproducing of copyrighted fabric, that would or would possibly no longer violate the DMCA (digital Millennium Copyright Act).
