This is a question. It is not incomplete as a question because of this. That leaves the question of the riddle's completeness.
As a riddle, however, it is complete as it will get an answer either way.
Ex. 1
"Is this riddle incomplete?"
"Yes" (that is to say it is not a complete riddle)
"Why?"
"It doesn't have an answer or solution." (it does now)
Ex.2
"Is this riddle incomplete?"
"No" (that is to say it is complete)
"Why?"
"Because it has an answer or solution." (reaffirming previous answer)
