Kiss Sub is the group fansubbing it, and they haven't released episode 21 yet. It came out less than a week ago, but I would think that the next episode should be subbed shortly.
When it is released, you should be able to imediatly torrent/ direct download/ xdcc it from their site, or find it streamed on the sites you normally frequent shortly there after.

I watched all the episodes on crunchyroll. The subs are usually on there pretty fast, but you do have to wait maybe a week or so they can sub them.
