Yes. They do it all the time. Some of the greatest scientists in the U.S. are from other countries. Science like mathematics is universal.

absolutely. Scientists publish their work in "research journals" which are published all over the world. Since universities and other research labs are more international now then ever, even an article written in a language other than English will attract attention and scientists will want to have it translated and appear in their journals. American physicists rely heavily on the CERN particle accelerator lab in Europe for the most accurate particle physics.

Certainly, science knows no national boundaries. Any scientist can publish his findings in scientific journals. His contribution to science will be recognized when his findings are confirmed by other scientists. Any new evidence will change the current view, if accepted by the general science community.
