It basically tells when the USSC can hear a case and when it can not.
Basically:
Anything involving the US government.
Disputes between states.
Disputes between a citizen of one state and another 2nd state.
But the USSC can not hear an appeal arising from State law that effects only that states citizens.
Or appeals from any criminal trial held in state courts.
Of course, the USSC has used the 14th amendment to broaden it's powers since the constitution was written.

It means the Federal Courts have jurisdiction over all law suits that involve Federal laws, treaties, maritime law, and law suits in which ambassadors or other public officials are a party to the law suit. The Eleventh Amendment modified the power that the Federal Courts would have over law suits between a State and a citizen of a different state. It also says that all criminal trials will be trials by jury and will be held in the State where the alleged crime(s) were committed. The sole exception is for impeachment where the trial is held in the U.S. Senate. Crimes which occur outside of any state will be tried at a place decided on by Congress in their passage of a law to cover such instances.
