Each state get 2 people to speak for them in the U>S> Senate. In the U.S. house of reps a state gets a person to speak for them like 1 for every 1000, it is proportional . The House and the Senate make up the 2 houses of Congress and they have to both deal with new legislation and both have to pass it, and the President can veto it but they can over ride his veto with a large vote. HOpes this helps. all senators and reps are elected.
