it depends on where you are looking. let's take the spanish influx, for ie, in chicago. it is more pronounced than, for ie, el paso texas, which has been virtually all spanish for many years. then there is wealth as a demographic factor. for ie, vegas for a long time was not a place where people with money moved, they simply visited. that's not the case anymore. so on public policy, in chicago you have seen more local politicians, in terms of percentage of those in office, who want to stay in office, support, for ie. amnesty. in vegas, there have been more and more laws supporting the building of real estate. at least for a while. these are just 2 small ie's of demographic factors and how it affects political decisions. generally, pols decide according to the flow, because it is the people locally, who keep them in office. hope that helps.

They already have effected public policy. Illegal immigrants are not returned to Mexico because they don't want to lose the Hispanic vote, which is a considerable factor in elections that hover at around a 51-49 rate.
