If the animal is tied with no access to shelter or to water then it is clearly abuse and warrants a call to the ASPCA. They may feed it inside where you can't see, so it's hard to tell if that is an issue.
Edit - if shelter, food and water are out of its reach, it's abuse.

Food does not have to be accessible all the time... many breeds (one's that are genetically more likely to get Bloat for example) should only be fed with supervision, once or twice a day.. What qualifies as shelter really depends on the dog and the yard.. a porch can qualify if the dog is not tied up all day and night.. So, if possible get some pictures of the area.. if possible while the dog is there.. bring them to animal control, or the SPCA and ask them.. they are better qualified to access it then us..

You could call the SPCA or animal control to come out and check on the dog. If he's barking all day, the animal control officer might write the owners a citation, and perhaps try to educate them a bit. If the dog has shelter, food, and water, there's probably not much else you can do, but it would be a start.

If the food and shelter are not within reach it is definately abuse.
It would otherwise depend on the regulations of the municipality what is considered animal abuse. It should be considered abuse to tie a dog up outside period.
Especially with no attention at all. This no way to treat any animal. Again, unfortunately, it depends on the municipality.
This person should not be a dog owner.

if there is food and shelter but the dog cannot reach them - they dont count
you can call your local by-law department if they have a dog barking by-law the people can get fined for barking..
dogs should not be tied up ever - not only is it dangerous but tied dogs tend to become more agressive.
I would call the SPCA because rules etc are different in every country we dont even know where you are China? Cambodia? Canada?

I would ask them about the situation if you know them. This is not right to leave an animal tied up all day like this. I sure hope it is not out in the heat all day long. Do, they even have food, water and shade for the dog to rest under or just out in the yard? This is not right and people like this should not own pets.

If i were you, i would peek over to where the dog is tied up and take a look to see if there is a food bowl and a bowl of water..and if you notice that there isnt, deff call the spca. if the dog is left out in the rain or in cold or too hott temps there is defff a problem. I would call if i were u.

If it's fed and watered and has shelter, then it's not abuse (legally). It is irresponsible though... you'd have to check with your local authorities (animal control or sheriffs dept would be where to start) about what your local ordinances are.
If the dog can't get to it, then it doesn't count....

If the animal is tied that IMPO is abuse you should never tie a dog. Only thing is it is not illegal to tie one up in most states:-(
But if you can try and see if he/she looks skinny or see if the chain or rope is to short! Then I would call!

if there is, no that isn't animal abuse
but it sounds terrible :(
