It would depend heavyily on whos moral code you go by. Some would say the the 'needs of the many out weigh the needs of the few' while others would say that 'killing' for any reason is wrong (assuming thaty was the eventual fate). So it would depending on the moral character of those on the boat.
We must also consider than when life and the lifes of those in family and close firnds in threatened, morals are usually the first thing thrown over board, in many cases for many people morals are a luxury for times when we are dry warm and safe.
I would say that no matter whether it was moral or not he would be going overboard, they would consider the moral implications later.

I believe that it is moral to save 19 people by sacrificing one person. There are other factors to figure in too. Does the man have a life jacket? Can you leave him with a flare? Morality can never really be a yes/no thing. But I would just say Yes, you should sacrifice him.
