I lost my ID card. Should I starve to death (the ID is the only thing that can get me into the dining hall) or get a large box of ramen noodles.

go to your campus police station. lost and found is usually located there.

How about go to the Campus ID center and pay the $20 and get another one?!

Just get a replacement card tomorrow. Usually those places are easy to sneak into so you could try that. Or if you go to the same one then see if they can let you in and tell them your situation.
