Can they hide in a parking lot or behind a car just to catch someone speeding, etc. ? Or is that not supposed to be done?

I believe they're. Ive seen them doing this for ages.

PS. They also dress as construction workers on the street and when see some one speeding, dispatch the info. to the next post which is a block or two from there!

Yes they can. Many people try to say this is "entrapment," but entrapment is if you entice someone to do something illegal and then arrest them for it. If you are speeding, you are breaking the law of your own free will, and they have a right to park anywhere that is public property to catch you. (p.s. Many parking lots are private. This has been used before to get tickets thrown out of court.)

Yes. They do that all the time and there are hidden photo radar cameras too. The speed limit is posted and if you don't follow it, you are guilty. It doesn't matter how they catch you.

Hey you think that is bad...they have installed RED LIGHT CAMERAS at intersections....when you go through a red it snaps a picture and if you've gone through, you get a ticket in the mail....see ya in court...that either makes you comply or gets you plenty of tickets and off the road!! ;~)

Yes they can hide.
Your not supposed to speed, you get caught, go to court, plead not guilty, try and get off.
If not you pay the fine and suck it up

They do it all the time - no law against it, but if it is private property the property owner can tell them to leave.

They certainly can.

If you aren't breaking the law, then you don't have to worry about whether they're hiding or not.

It depends what state your in. In most cases no but that's never stopped them before.

They are not only allowed to, they are told to stay out of sight.
