Einstein's equations said the universe is expanding but he wouldn't accept it so he put in a "fudge factor" constant to make it stand still. The cosmological redshift the galaxies display was observed by Vesto Slifer in 1911, but he did not realize the “spiral nebulae” were actually other galaxies.
In 1926 Edwin Hubble finds that galaxies are moving apart at a rate proportional to their distances from earth, confirming the model of a uniformly expanding universe.

I think it was Hubble. (Don't know first name. Could be Edward.)
He observed that the lightwaves of galaxies were bent in such a way that proved they were moving away from us.
