Its a blue honda and theres this mysterious scratch on there and it's large like a scrape and white. Does anyone know what to do with touch up paint or something?

It might be paint transfer , you can try polishing the area and see if it comes off. Places like wal-mart sell touch up paint , the easiest to use is like a pen or crayon. Just rub it on the scratch and then buff the area with a clean cloth . If your paint has faded the new color will show up .

Try some regular car wax or polish (I like the liquids) and see if it waxes or buffs out.
If not then you have a deep scratch that will need some body shop attention. Price range aorund $400 give or take depending on the size of the scratch.
