The SI Battery Will Only Charge To 16% and Then My Laptop Stops Charging It?
16% Battery Charge Will Only Last Long Enough to Shut Down.

Come on, it is obviously telling you that battery is almost dead and badly needs a replacement.

you have kept it pluged in all the time and that will ruin a battery to try to save run on battery until it shuts down then keep pressing the power button until it will not lite up then charge it overnight and do the same thing all over
this must be done for 8 -10 times for it to take a full charge again

it is time for a new battery. get one from your laptop manufacturer or online. you need a new one every 2-4 years (depending on use)
